yes. for HTML h-feeds. I also markup my Atom with both "feed" and "alternate" where "alternate" is IMO for legacy readers

right, if you use rel="alternate" along with lang on a link it means "here is an alternate version of this page in this language"

you can do `rel=alternate` with `hreflang` though ideally you want them to point that to you, and you can do `rel="alternate canonical"` to them
