A long time ago I wrote up an "exits" page which was sort of like a curated site roll by categories and that was less stressful because as long as the sites had decent content I felt fine linking to it and didn't feel a need to keep to a short list

I think it's really important to link to other blogs but having a blogroll is another thing to update so it doesn't always get the attention it deserves.

I have been thinking a lot about my blogroll too. I rarely update the pages on my website and so my blogroll naturally falls out of date.
