All new posts have that state by default. The UI has a "Publish" button and a "Save and Keep Unpublished" button. Once it's published, though, there isn't a "verb" button to unpublish it; instead under the post settings you can check the "Unpublished" box.

In ProcessWire it has an "unpublished" state, which is basically a draft. The post has a URL but it's not public on the site and would 404 if anyone other than a signed in admin accessed it.
