Sending repeat webmentions should be supported by the recipient (e.g. processing it to look for updates, not create a duplicate mention), however I think it is a kind practice to try to avoid sending them on every build, if nothing actually changed in the post.

That ties in nicely to a conversation recently where someone did not have meaningful interactions with microformats--they pair nicely with Webmentions.

With Webmentions you don't necessarily have to accept them as a comment on your site. You could add some kind of check to see whether it is a comment or not. For example, some use microformats to distinguish between comments, likes, RSVPs, etc.
