As a short-range alternative; I sometimes carry around an IT-crowd style bubble-net which is dnsmasq, dhcpd, hostapd. I have a script to bridge it to the internet, but it's illegal for me to provide internet to third parties or operate a broadcast network. I think it was because of my nginx setup - it was telling it to use SSL and the cert it was delivering was expired. A server reboot fixed it, so something was probably stuck in nginx

The difference is really just in how your webserver (Apache? Nginx?) talks to PHP to run code. Unless you are in charge of those configurations, you should not have to care
