The thing is for it to be a folksonomy the identity of the person that tagged it needs to be clear. Flickr hides the person who adds a tag, but also only surfaces one person’s tag, not multiple people using the same tag. In the past on Flickr if a tag existed already on a photo you could also add it, so that your tag collection would get you to that photo. But, that is now harder to do, or has been removed

Not sure I understand the question. If you “labelled” the playlist “Rock” that'd be a category. You could also “label” it “car vibes” or “11th birthday party” and I'd consider those tags
