Theres a lot of knowledge management thought that can go into tagging systems, which can maybe be done some degree of private or public on the web. Theres always interesting potential there, the idea would need some ironing it , I would suggest, regardless of how its used. Just in general really figuring out if its worth building is a good idea with time and effort.
