It does lean a bit more towards developers, for which we have the indieweb-dev channel, but we try to keep this main channel user-focused, talking about things people are doing on their sites or want to do. Quickest way to get started is to stake out a corner of the web for a personal site, whether it's a micro.blog site, neocities, or something else

In short, yes. But if you're excluding “creatives” and “programmers” as not counting for your definition it’s probably interesting how you'd define how much creativity and programming is allowed before that person IS “a creative” or “a programmer.”
